In the pursuit of ethical interdimensional research and safeguarding, the Formpeur established the Consortium of Interdimensional Research (COIR). Headquartered in the capital of Dulia, Velsela, the organization is the primary driving force behind the interdimensional technology and research among the Formpeur.
COIR serves three main functions within the greater Formpeur civilization. First, they serve as a research institution. This research encompasses both interdimensional technology as well as the study of the dimensions and the organisms discovered therein (especially those that demonstrate unique abilities or intelligences). Second, they act as a governing body for the use of interdimensional technology within Formpeur society. All forms of interdimensional technology are strictly controlled by the COIR. Finally, they serve as an interdimensional protectorate, using their information and technology to assist the dimensions they observe when deemed necessary (preventing catastrophes, guarding against interdimensional threats, and more).
The COIR assigns agents across the dimensional cosmos, employing their shapeshifting ability to embed these agents among the denizens of these dimensions. Individual agents may be given any number of assignments, from simple ethnographic research to political monitoring to conspiracy-level manipulation of the course of the civilzations.
There is a small, but vocal, contigent of Formpeur who believe that while the COIR purports to be an ethical and moral cornerstone of the Formpeur’s relations with the greater dimensional cosmos, in actuality they serve as an arm of the Formpeur interdimensional imperialist project, interfering not on the behalf of other dimensions, but instead to lay the foundations for interdimensional cultural colonialism.
Furthermore, the organization has been criticised for its lack of transparency regarding the number and scope of agent placements across the greater dimensional cosmos. Some estimates place the number of active COIR agents anywhere between 500,000 to 3,000,000. The organization provides no public figure, but insists that all COIR agents are placed based on the strict criteria and few agents remain in a given assignment for longer than two years.
